A Monterey County Examiner Investigation
Per statements recently found in a video made months after his inauguration in January 2023, the first Church to run for County Supervisor was his dads Grandfather in the 1860s. How did he forget to mention that on the campaign trail? Why is it we only heard about his dad?
Church ran on a "small business , political outsider" ticket. He represented himself as the son of a prior supervisor from the 1960s and 70s. The potential to be a 2nd generation politician who came from the small business side of life and Christmas Tree Farming.
He suggested after his father's leadership role, he tended to the family Christmas Tree business and his own small landscaping business until 30 years later when he got tired of political corruption and non-transparent governance process. Sounds like a simple life.
He proudly stated his wife was Kathrine McKenzie was a writer and they had four adult kids. Two with her last name and two with his. The name McKenzie had no meaning to some of us. The different last names of the kids suggested prior marriages for each. Anyone viewing that would think transparency and life challenges for both. Something most can relate to or imagine.
The story he represented during his campaign was overtly simple. "Just a small time Country Boy ready to lead like his Dad"
However, an obscene level of manipulative email handling by his Chief of Staff Marilyn Vierra followed up by his own contributions (or hers under his name), lead to an investigation into their past, and the thin veneer for both he and Vierra started falling away immediately.
It seems Vierrra's Family also owned land and settled here in the 1860s and the two families have known each other for over 160 years.
Can you even name your great, great grand parents, much less tell us exactly where they lived , what land they owned and what their political ambitions were in the 1860's?
I can't, and what I've learned is that those who can often wield immense powers that are foreign to us who can't. Certainly, sometimes that power might be used for the good of others, but often it's used to continue the control of others in hidden ways and that's why that type of revelation gets my attention these days.
Below is a preliminary introduction to some concerns related to "what was presented" vs "what was found" when Church's campaign representations are compared to facts exposed via a little digging.
Church
When Campaigning, Church suggested educational excptionalism as valedictorian of his Hartnell College class. He stated he went on to UC Santa Cruz (UCSC) for further studies. His lack of declaration of degree was noted but most may have assumed he got one because of his smarts, and he just didn't want to gloat about it. Maybe he was an "engineer" for example and he didn't want to alienate himself from others.
However, at this time it's unclear how long he was at UCSC or if he got any college degree.
While no college degree was promised or is required, if he doesn't have one, I believe some will see that as the first of several exampls of suggestive writing that can now easily be viewed as a prior pattern.
Vierra
As for Vierra, she seems to have gone to a local, private elite highschool. That suggest the gift of family money. It looks as if she has at least one and possible sesvereal college degrees in Liberal Arts. Her evasive writing style may be somethig she learned in college or after.
Church
When Campaigning, Church indicated he ran the family Christmas tree farm and a landscaping company and that he was the Founder of Pacific Coast Soils.
At that time i did a search for Pacific Coast Soils and nothing came up. Without more facts I had to assume they just all kind of went together around the Christmas Tree farm small business. You know what happens when you make assumptions right?
When issues with information avoidance and evasive emails came up I started digging, and here's what I found...
On 6/28/1999 Pacific Coast Soils Inc was incorproate.
Glenn Warren Church was listed as the Agent at 377 Hidden Valley Road - Royal Oaks CA 95076.
His bio says he started a lanscaping business around 1977 when he started college. That may have been under his name or another. For some reason he decided to createe this in 1999.
Around 2003, Church's first website for his landscape business and/or "Pacific Coast Soils" (www.pacificcoastsoils.com) went online.
Oddly that website did not list his name nor provide any mailing address for the business but all the info fits to be his business. Check it out for yourself (link omitted, use the wayback machine or AI).
Having a website that early made him a commercial leader. and if youve never seen an early commercial website check it out. that was typical
In 2006 the County of Santa Cruz published a 2 page PDF/resource guide for product and service providers for residents and/or the county.
In the bottom left corner of page 2 of 2, Pacific Coast Soils was listed as a mulch and landscaping vendor.
The Contct Name was "Glen Church" with 1 n. Likley just a careless typo.
The address for Church and Pacific Coast Soils was simply "Marina".
His production capacity then was 5,000 tons a year . that is about 10,000 cubic yards a year -- and at $30/yard that was a $300,000 business in just mulch back then. That's a lot of money back then.
That's it, and if you re local, you just got a hit.
Marina is the home to the "county dump". An expensive and privately run resource that the county seems to have to enter no-bid contracts with for various services. At that dump there are MOUNTAINS of smoking mulch that is collected from county residents who have to pay money to a private company to process.
Church, on the other hand, lives on Hidden Valley Road north of the Slough and north of Marina by 10 miles or so and seems always to have.
Is Glenn a part owner of that private dump? Was his Dad?
Is Glenn part owner of the private business that processes and sells the mulch from that dump? Was his dad?
Was Glenn a salesperson with special access to to selling that material at better rates than others from that dump (based on a comment on his 2015 website)?
If Glenn is making decisitons about agreements with the Dumb and/or Waste Managment now, as Superivsors with ties back to the dump that have NOT been disclosed properly, if they exist, how bad is that conflict of interest?
Around 2015 a newer, modern website went online for "Pacific Coast Soils".
Unlike the prior website, the new one lists Glenn Church as the founder and owner. (use the wayback machine or AI)
It presents him as a highly sought after soils consultant and landscape supplier for companies up and down the entire state of California and beyond.
It provides details about his consulting work with Stanford, S and P 500 companies and his annual sale of 25-30,000 cubic yards of mulch.
That robust 2015 website has a contact us page. That page had a contact form , an email address and phone number.
However, it stated the physical address was no longer listed because they had shifted to deliveries only.
Problem? The prior website that was onlin from 2003 to 2015 didn't have a physical address either, nor did that one even list his name.
In 2006 he was doing 5,000 tons or 10,000 yards. By this point he's up to 30,000 cubic yards. That's about 1 Million a year in mulch sales alone. That breaks down to about $4000/day in mulch sales. Have you evere met anyone selling $4,000 in mulch a day with no physical business address?
From the perspective of Microsoft, that's a tiny business, but for the rest of us in small business, that's not remotely what comes to mind when a cut-it-yourself Christmas Trees farm was the only focus we could hang on to during his campaign.
On 12/26/2017 Glenn Church dissolved Pacific Coast Soils, Inc , per the Secretary of State.
Who does that? Who dissovles a consulting business? Was the sales business sold off?
You can sell of a sales business but not a consulting business if you are the knowledge keeper.
Why aren't we seeing any revenue statements for a consulting business? That is a dream network to build up over decades. the stress would be low. There is low to no risk or overhead.
What's going on here you might ask?

Around 2019 church took his Pacific Coast Soils website offline
The pacific coast soils website stayed online for 1-2 years after the company wsa dissolved.
As of December 2025 Church has a DOT registration for a truck for Pacific Coast Soils Inc. it's registered to his last knwn residence on Hidden Valley Road and the phone number listed is the same as 2006. This suggests Church is still engaaged in that business although it was officialy dissolved in 2017. And that makes sense, because who gives up a money maker like that? PROBLEM: Church's 700 form filings don't mention Pacific Coast Soils or any other business comparable as might be expected to explain this situation.
And then there's the CIA connection...
One statement found somewhere says Church had so much expertise, Leone Panetta (ex Local Attorney, local Politician, US Congressman and Director of the CIA) asked him to testify in front of Congress. How many "small business people" do you know with that close of connection to CIA?
Vierra's family roots in the Elkhorn Slough date to the 1860s just like Church (per church on video). Ironically if you look at their photos it almost looks like they have similar nose shapes as if they may even be related somehow but that's just an observation.
Nothing is known about her parents or prior at this time. She went to an elite highschool, got college educated. Moved to Hawaii (with spouse presumably but not known). She raised 5 kids in Hawaii. She moved back. All years unknown at this time.
From 2015 to 2021 she was a teacher at Salinus High School. It looks like she may have worked as a substitute the first year while earning 2-4000. Then she made $50,000. Then she made $120,000? She is listed only as "Teacher". One year they listed her as "Teacher-read 180" but the others she's just Teacher. Her peers are listed at "English Teacher, Math Teacher, Science Teacher" but she's just listed at "Teacher'. Her final year in 2021 she made almost $140,000. Those with Math and Scient background are making $160,000/year.
Read 180 seems to be for slow readers who are more than 2 years behind. When you read Vierras responses, ask yourself if a person that can create that type of confusion in writing really seems to be a good fit for someone struggling in reading and writing already.
And Since when did Teaching Highschool become so lucrative?
Are any of them making up their own educational plans?
Aren't they all pretty much following the scripts of others now? if so, wages should have gone down, not up,right?
Vierra currently makes $130,000 as Glenn Church's Chief of staff with seemingly no prior political management or public leadership experience.
Vierra also apparently "lives for free" (or almost free) on famlily land right next to the Moss Landing Power plant. (per FPP dialogue in 2025)
Can you imagine living for free and making $130,000 a year doing somethign you had little experience doing knowing you could probably fall back to a $140,000 job as a "Teacher"?
Is there anyone who's famly has lived in the area for 160 years with ties to Hawaii that may not be engaged with the Dole or Del Monte Families in some form or another?
Church filed is first 700 filings via paper and they hve not been obtained yet. they were filed just after election/inaguration and then the same for that year.
His 2023 and 2024 filings were digital and are availble online.
Concerns
He's listed as a Director on 12 or more major boards? How does he combine that with the 27 committes he's been asisgend to as supervisorr
Some of these boards may be relatd to trash or recycling --and ffrom a deeper dive into Pacific Coast Soils there may be conflct of interest
He's a real estate invester via real estate partnerships which were totally off the radar during his campaign
He's listed numerous APNs suggesting value below 10,000. Where in CA is ther an APN with a value of less than 10,000? Needs further invesigation

He is listing invovlement in businesses known to be used for money laundering -- ie publishing business and antique business
27 Committes + Sub committees -- church has stated he is on 27 committees and more subcommittees as part of supervisor. He has stated only 2 or less supervisors can sit on those due to brown act. The sheer volume of the committees is illogical. However with that number of committees it would enable enough combinations fo 2 supervisors that they can in fact use those to create coalition without three or more gathering at one time. that is one possible explanation for the illogical committee count.
POU/POE Ordince - Around 2018 Church became engaged in the POU/POE ordinance. That's just after he formally shut down his Pacific Coast Soils business with the Secretary of State . The core problem with the ordinance is that it did not a nd does no delineate systems with 2-4 , 5-14 and 15+ connections. Only 15+ are subject to "drinking water MCL enforcement". The others are subject to testing and notice but there is no enforcement mechanism. Yet the POU/POE ordinance suggests it can force itself on all systems. At this time it's hard to tell if this was a sloppy attempt at sincere ssupport for systems of 15-200 that got hijacked with or without his understanding by the Environmental Health Bureau people OR fi they are all in some type of unlawful commercial benefit. there is a 130 million pot available for grants for POUs and POEs for "Disadvantaged Communities" (DAC) that may hve made for a target for economic gain for such an ordinance. "Somehow" all supervisors came to a very wrong conclusion about the legality of the POU/POE ordinace while ignoring completely the most cost effective solutions. that can't happen without coordination . Not even woeful ignorance can explain that given most on the well system use kiosks or 5 gallon jugs for water and those wer totally omitted by all 5 supervisors for dialogue
ADU Ordinance - The ADU Ordinance for the coastal zone was 9 years late. Various suppression and deflection techniques seem to ahve been used . Church's father was the political leader fo the NIMBY movement and suppression of growth in the 1960s and 1970s. If Church was bent the same way, he may ahve been willfully delaying that work starting in the late 2010s and after his election. Evem with the coastal zone ordinance passed, the Housing and Community Development website is hidaing massive details to make the conversion of existing spaces easy. And we are now 10 years out from a state mandate to do that.
Water System Registration Fees - Church denied knowledge of fee increase reasons when in fact he and all other supervisores were presented with facts suggesiong they were operating at a loss. That math makes no sense when a basic analysis is done and Church, as a business person and small water systm owner had all the insight to know that when 3 raises were approved.
Private Well (and all Well) Registraiotn by third party - Church approved a new registration fee system for all wells. The approval resulted in equal pricing for all wells, not based on connection which is illogical. Church seems to be a director on the board of the company benefitting from thes4e new fees and it seems his involvement in any approval for such fees was conflicted.
Waste Mangement / Dump Concerns - Since his inaguration some bizarre new pricing scheme and call denter has been setup to handle monterey county business. The waste management people at that national level did not even know about it initially. It's as if somone locally has setup a system to profit or skim on waste management contracts via an intermediate layer of support services. If Church as ties back to the Marina dump as is suspected, there seems to be potential conflcts of interest.
Dump - Treates Lumber fees - Church was presented with obvious and simple facts about an illogical $50 flat rate for even a single piece of treated lumber. he feigned ignorance and deflected with inquiry when it all sould have been well within his purview as a soils expert. Possible conflicts of interest with Dump ownershi9p and board work.
Real Estate Brokerage Fraud - it turnes out there are 150+ "Churchs" licensed as sales people and brokers across CA. Given his 160 year family history it's presumed some of those are probably related and original land owners would know a lot more about real estate transactions than those who came along later. Church refuse to engage in dialogue about 40 year systemic fraud in real estate contracts. It's possible that was done due to konwledge of the problem and/or family ties to the insutry and problem.
Moss Landing Battery Plant - Church suggeseted he made no statments or presenstations at the town hall when in fact he opened that town hall with a 10 minute talk. During that meeting the fire Chief shared a story about needed his approval and sign off for the plant/safety or other. Church suggest none of that transpired in that meeting. there seems to be a total lack of transparency on Monterey County Failures coming from church on this matter.
Judicial and Court Fraud - church refused to meet to discuss the violation of rights to public documents and many other issues that are procedural or concedrning.
